Способ реализации автаркических тенденций (см. Автаркия) и протекционизма, а также решения иных внешнеэкономических и внутренних задач государства, требующих ограничения свободы торговли товарами и услугами данной страны с другими. (Бывает, что торговые барьеры устанавливаются и внутри страны, между ее городами, регионами и т.п. – но это исключение). Барьеры могут быть импортные и экспортные. В первом случае ограничивается ввоз из-за границы тех или иных товаров во втором случае – вывоз. При этом они подразделяются на две группы: тарифные и нетарифные. К тарифным барьерам относятся ввозные и вывозные пошлины (своего рода акцизные налоги), к нетарифным – разные квоты, выдача лицензий на ввоз или вывоз определенных видов товаров.
